One of the most important problems of activity in the Niemce commune is unequal distribution of economic units and their differentiated structure. Among the positive factors of development of the commune one can emphasize : favourable demographic situation represented by positive natural increase and positive net migration, high quality of soils and landscape values which create the base for development of tourism and recreation. On the other hand, the main limitation and weakness of Niemce commune is low level of gas and severage system. An additional problem is the lack of a ring road and inadaquate exploitation of railways. - (BJ)
