Study examines why Jefferson County, Indiana voters handed riverboat gambling interests the largest referendum defeat in Indiana. A. disagrees with popular explanations focused on economic and moral agendas and argues that a strong sense of place and pride in an historic downtown district were instrumental in preventing the boat from locating there. He calls for more study of the sense of place and the role it plays in the formation of interest groups. - (SLD)
