Reshaping the Dutch planning system : a learning process ?

At first sight, the intended changes in the planning system look like an example of improvements resulting from a learning process. The development of ideas by the Scientific Council for Government Policy is an example of cognitive learning. The example of infrastructure planning is used to confront the ideas with the experiences in two major national projects. The deviations between the empirical evidence, the advice to the government, and the governmental proposal, are explained in relation to the advocacy coalition framework theory on policy-oriented learning.
