The saturation theory of entrepreneurship holds that, in urban economies, the presence of highly enterprising groups impedes the entry of less-enterprising groups into small businesses. This theory is tested, analyzing census data on retail enterprise in the urban North in 1900. It is rejected, and the A. concludes that the results support the theory of the ethnic division of labor, which implies that the activities of highly enterprising groups are compartmentalized into occupational niches and thus do not adversely affect other groups.
