The Development Facilitation Act of 1995 was introduced to expedite land development in South Africa and to overcome the complex land tenure issues created by the disparate planning legislation of the apartheid era. The three year period 1998 to 2001 is the focus of an analysis of the implementation of the Act in KwaZulu-Natal. - (AJC)
