Since 1962 the Army presides to the destiny of the Union of Burma. General Ne Win implemented socialist economic policies that drove the country from prosperity to least developed nation status by 1987. The following year a new military regime, the State Law and Order Restoration Council (SLORC), brutally suppressed a nation wide movement for democracy. SLORC promoted an open economy, including foreign private investment, but operates on the same assumptions as its predecessor : that State-Army government is synonymous with pacification, central control and cultural homogeneisation. Renamed in November 1987, the State Peace and Development Council (SPDC) claims a unique mission in defending national unity and social order. The A. convincingly argues that the junta's policies generate political disunity and socio-economic disorder. Genuine order, the key to Burma's development, remains out of reach as the 21st century dawns. - (GL)
