Winning the battles but losing the war : the racial segregation of Johannesburg under the Natives (urban areas) Act of 1923

In Johannesburg, the adoption of racial segregation provided the state with the ideological basis to restrict investment by providing unequal living conditions within the city, while securing a stable supply of urban labour. The process of imposing segregation met with resistance not only from Black residents but also from landlords and the manufacturing classes who wanted to live closer to work.
