Paper reviews flooding events of 1986 and 1997 in California's Central Valley, when subtropical storms precipitated heavily over watersheds draining into the Valley. Precipitation levels and patterns of flooding were different. After 1997, officials rushed to prepare for the El Niño/Southern Oscillation (ENSO) event predicted for the winter of 1997-98. - (SLD)
