The political and social transformation of the 1990s required the bantustans to be spatially reintegrated into mainstream South Africa. There has been some academic and media speculation about the fate of the capital cities of the former bantustans. The problems of integrating KwaZulu and Natal, were reflected in the temporary bi-capital compromise. - (AJC)
