The concept of regions is constructed in a very heterogeneous fashion. One group of definitions has an administrative or political thrust, the other has more a holistic and structural thrust. If we apply both definitions or region to an examination of the question as to whether the movement of a Europe of Regions is constructive or counterproductive for the European process of integration and enlargement, we see that the movement and the model corresponding to it tend to be counterproductive or at best legitimate or indifferent. In contrast, the European Regional Development Plan is an excellent approximation for the idea of European integration and the movement of a Europe of Regions. - (IFL)
