Recent interim evaluations of the joint federal-Länder programme Social City give rather cautious assessments on the objects of budget pooling and cross-sectoral co-operation. The article argues that the programme is institutionally overdetermined. Such institutional load is a key obstacle obstructing its own policy goals. With its investment-based, multi-level and sectoral funding logic the programme is threefold path-dependent. Such an institutional arrangement contributes to the present implementation deficits. Accordingly, the article proposes to repoliticize the debate and discusses a mainstreaming approach that tries to bend or sensitize the key policies towards co-operative action. - (IFL)
