Consideration of offsite impacts in targeting soil conservation programs

Description :
Since the ideal targeting procedure cannot be carried out, it is necessary to use available data to demonstrate that ignoring the offsite effects of erosion results in a misallocation of resources. If there is a wide divergence in USA regions identified, using offsite and onsite criteria, there would be reason to believe that both onsite and offsite impacts should be considered in the design of soil conservation programs.
