In this paper, infant mortality rates are used as an indicator of regional social well-being in order to evaluate different hypotheses. It is established that, while absolute differences between regions have narrowed considerably, there has been no significant overall change in relative inequality between West European regions. The nature of regional change has been complex, however, and these changes have involved not only polarization and convergence, but also the inversion of the relative position of some regions so that some of the best-off regions in 1930 were among the worst-off in 1980, and vice versa.
