Complete urban containment a reasonable proposition?

Description :
The expansion of urban areas in England and Wales has been viewed by some researchers with rising concern. This paper discusses what might have happened in settlements if a policy of no expansion had been enforced after 1947. It reaches the conclusion that complete containment would have been possible, but conditions would have been extremely constricted nad the policy therefore unreasonable.
