This paper examines the impact of satellite-city policies during the period 1959-80. First, it traces the evolution of satellite-city policies that evolved in response to Khrushchev's interest in regulating the growth of large cities. Second, it examines the extent to which these policies have affected actual urban growth during the period 1959-80. The analysis suggests that, despite satellite-city policies designed to restrict their growth, large cities have become even more dominant in the Soviet Union.
