Rational development and location of iron and steel industry in Shangai.

The second largest iron and steel centre in the country, Shanghai has no raw material or fuel bases, hence the need for rationalizing plant location. The present production levels, vertical linkages, and structure of products are examined. Irrationality in the relative locations of steel producers and their immediate consumers is pinpointed. The development of special quality steel and steel products, a halt to further expansion of steel capacity, and relocation of some small plants to suburban districts are suggested as remedies.
