Land tenure in Paraguay in the 1950s was characterized by a very uneven distribution of property. In the 1960s an agrarian reform and colonization programme was launched and the Instituto de Bienestar Rural (IBR) became the government body to carry out this programme. The activities of the IBR are analysed and evaluated. It is concluded that the land reform measures have been of a very limited nature. The Paraguayan government has tried to solve the agrarian problem principally by stimulating the process of spontaneous colonization of the eastern border region, where many Brazilian immigrants were also allowed to settle. The property of the land is still highly concentrated, which is illustrated with figures of the census held in 1981.
