The region leads the country in transport and communication as indicated by route density, port capacity, volume of cargo and passenger flow. There are intra-regional differences, however, owing to differences in terrain. A high proportion of the cargo, mostly fuel and raw material for industries, is handled by water transport. The direction of flow is unbalanced. Port construction has fallen behind the development in production and trade, yet the advantage offered by a dense network of inland waterways is not fully exploited. Lack of co-ordination between modes gives rise to bottlenecks. (TNC).
