Rational development is seen to be dependant on (1) further intensive use of the rich light energy resource in agriculture| (2) regulating river courses to control waterlogging and drought that might result from the unsteady precipitation pattern| (3) adjusting the cropping system to minimize low temperature hazards, and (4) afforestation to stop further erosion by wind and rain.
