The most urbanized province of China, Liaoning has a high concentration of heavy industries based on favourable factors of mineral resources, developed transport, proximity to commercialized agriculture, research capabilities, and early start. It also experiences difficulties of land and water shortage, environmental deterioration and congestion. Remedies suggested are: restructuring of the urban hierarchy, redistribution of industrial establishments, improvement of techniques, suburbanization and promoting the growth of satellite towns and rural towns.
