Reflections on the BAM: nine years and still counting

The completion of the BAM railroad was projected originally for 1982, with full operation planned for 1983. Sometime in 1980, the deadline was shifted by decree from 1982 to 1985. At that time, it appeared that even the revised deadline might be too ambitious owing to the then-existing and previously slow rates of construction. As a result of recent storming, construction rates have increased considerably, to the extent that it appears that the 1985 deadline will be met. The article examines the problems confronting the builders, the likely completion dates for the main west and east segments according to 1982 rates of construction, and the freight flows that will result during the first stage of operation (Ed.).
