Choice in water recreation development: the Lauwersmeer dilemma

The Lauwersmeer in the Northern Netherlands was created for flood protection reasons in 1969. As a result 2 200 ha of enclosed water and 7 000 ha of reclaimed land were brought into being. Claims for the use of this land and water were made by recreational, defence, agricultural, and nature conservation interests. The 13 years delay in implementing a land-use plan for the region substancially changed the nature and strength of the various claims. This paper presents a new approach to the Lauwersmeer dilemma which links a recreational land-use plan with regional economic planning for employment in the region.
