By its historical evolution the urban factor is very specific in ancient China| it is also a central focus in debates of the People's Republic of China. The end-result of the volontarist ideology was the setting-up of an original peri-urban system, but which, far from having effaced town-country differences, led, on account of the massive transfers from the towns to the surrounding areas, to the formation of a ring of very developed countryside, widening the gap even more which separates it from the rural interiors. Such a system is in the direct line of present policies which aim to build on the best hoping that progress will radiate out from them to the immense rural interiors.
