Spatial and sectoral bias in regional development: Ecnuador

Part of the spatial bias may be attributed to the history of regional agencies which were set up to combat specific problems in individual regions, and to the lack of an overall policy. But even within each agency area, massive concentration of effort has been necessary, because of the nature of the projects employed. These problems might seem to be overcome by the proposed national network of planning regions, but the orientation of planning does not give much hope for a more equitable spread of effort. A way forward is suggested by Crea, the agency based in Cuenca in the Southern Sierra. (Revue).
