Integrated view of land and water the new cornerstone in Environmental Planning

Environmentally sound planning should involve efforts to attain harmonious equilibrium between land use and water resources, seeing the river basin as a functional ecosystem, characterized by direct feedbacks from human actions. The author summarizes some of the recent development but concludes that, unfortunately, numerous obstacles will delay the process: poor conceptual framework, undeveloped planning methodology, non-congruence between natural and administrative borderlines, and use oriented legislation that counteracts a coordinated land and water development and conservation in its ignorance of basic natural laws.
