Location, price and cost in the United Kingdom cement industry

U.K. cement manufacturers have operated, and been able to justify, a Common Pricing Agreement since 1934. The Price Commission has recently argued that the industry's prices should reflect costs of production and distribution more closely. By estimating cost-plus prices for the industry and comparing them with present prices, this paper suggests how much spatial cross-subsidization exists in cement prices, and discloses how the Agreement permits different corporate strategies to coexist.
