In the GDR the territorial concentration of the basic assets invested in the social infrastructure is fairly high. The function of the social infrastructure, the efficiency and the proportions of its elements are essentially determined by close correlations of the settlement structure involved. In the large towns, the extent and size of the capacities involved and the spatial organization of the infrastructure are largely dependent on the local agglomeration of population, industry and other facilities. Altogether the large towns are extensively provided with specialized and complex facilities of the social infrastructure. They will be modernized and extended within the framework of the complex housing programme up to 1990.
