University-city Leiden (100000 inhabitants) is one of the oldest Dutch towns, and also one of the poorest. In four articles an attempt is made to show, how the municipality is trying to harmonize the conservation of the historical structure and the modern requirements of economic development, housing-comfort and traffic.
