This report sketches the foundations and the definition of the German term Raumordnung, explains its history, the insistence of Bund and Länder on their own competences as well as the common effort to produce a Leitbild, the guidelines of regional planning and regional policy. The author describes the components of the Federal Regional Planning Law, the Central Place Program and the Federal Regional Planning Program. The author's opinion is that the persistent tendency of imbalance of rural problem areas and the prospering central regions will continue. (l'A.).
