Popular participation has been a key concept in planning documents during the last decade. However, these documents seldom give an advise on how this participation should be realized, neither do they deal with forms of communication between people and planners. In the communication process spatial considerations must be of first hand importance and based on the functionnal meaning an area has to the people connected to this area. This has seldom been the case and the spatial organizations explicit in western planning models have been imposed on local conditions. The effects of this is examined through two examples from the Gogo area of Tanzania. The importance of functionnal space considerations in preparatory work on nomadic co-operatives in Somalia is illustrated.
