Comment décide-t-on d'un grand équipement? Tancarville

Why has the Tancarville bridge (on the Seine estuary) been given the benefit of devalued capital? More generally speaking, how could important constructive works be decided outside a programme? Who makes decisions and who is in charge of planning? The answers that are here given to these questions throw light on the modes of production of traffic equipments and of regional planning. Beyond the analysis of this case, the author opens a discussion not only on the ideological discourse on town-planning, but also on the complexity of relations social groups entertain with space.
