The EEC as an international organization of nine European States and as an organ with compelling power could help to the protection of sea environment. In spite of the silence of the Treaty of Rome concerning the EEC, the setting up of a community programme about the protection of the environment has brought a positive answer. This work examines the intensity of the powers given to the EEC. Analysis of their forms, to the fields to which they apply and the juridical means which are at their disposal.
