Opinion polls in the years 1947 and 1948 showed a striking interest of between 3 and 4 million Dutch people in emigration. Therefore a large institutional framework has been set up to guide this expected emigration wave. Experience learned however that interest in emigration as noted by opinion polls, is not an indicator for the number of emigrating persons. (AGD).
