What are the main innovations of the housing financing reform, enacted by the law of January 3 1977? The reform limits assisted housing to only two categories and provides an incentive towards achieving a higher standard of quality| it also introduces improvements to the system of loan grants and extends the possibilities of home ownership, and the availability of assisted loans to the building industry as a whole. It has brought undeniable financial relief to low income households, but only to a limited extent in the Ile-de-France in view of the price of land and building costs. Moreover, the advantages of the reform seem to be diminishing with time.
