In the eighties, the co-called growth centres and growth towns in the Netherlands have catered for up to a quartier of new home construction. Two of them are new towns on land reclaimed from the sea, but most are existing towns and villages catering for overspil from elsewhere. The AA. discuss the background of this success story. Role and development of Dutch planning doctrine, the nature and application of open planning doctrine and the potentials of prudent planning policies are considered. - (AGD)
