The investigations are made upon a calendar of macrocirculation processes in the Northern Hemisphäre. The calendar from 1899 till 1985 is almost completely composed in the Institute of Geography of the Academy of Sciences of the USSR. Atmospheric circulation through synoptic processes runs heat and moisture spatial distribution maintaining their balance. Due to the preservation of the balance the constancy of surface air temperature and precipitations - the main climatic indicators - tares place. Circulation is characterized by time variability. That's why heat and moisture balance is broken in some years. Temperature and precipitations anomalies take place due to it. But in the ten years intervals (the lower limits of the climatic averaging) the variability of climate is less significant. - (L'Ed.).
