Contrary to developments during earlier periods, 1976-1985 industry suffered a rather dramatic loss of significance in Lower Austria (Land Niederosterreich) in comparison with the rest of Austria. This decline resulted in a reduction in the number of employees which was well above average (-19.300, i.e. -17,2 %). Reduced dynamics of industrial growth is bound up with a rather problematic structure of major industry groups, which is characterized by a high proportion of traditional light manufacturing (39 % of all industrial employees| Austria : 28 %), whereas highly innovative and therefore expanding engineering industries are considerably underrepresented (27 % in Lower Austria, 40 % in all of Austria), therefore the endogenous potential for industrial growth in this province seems to be impaired.
